So I started this tutorial, because the project I had created for the client.
And I wanted to make a polar bar set as a World War II Japanese flag to improve a little background. For this design I chose Adobe's Illustrator (for full freedom of the resolution). At this point I have to admit that I did not search plug or stock vector (there is probably something out there that ga can do this kind of FX), but I tried ga manually.
Other techniques can be on the Internet, but the way I will show you (I think) is the fastest. No more talks, Let's start ...
Start Adobe Illustrator and create a new document. Size does not matter, but as always, try to be the specific with the final output.
Check the box (to expand outside of the canvas) as thick as you want. Color is the favorite color. Be certain colors that you'll use, because when you finish this you can not change color (you'll have to start all over).
We are going to create a second box, or by drawing ga again, or drag and copy first. I love drag and copy, but the choice is yours. Place the second box next to the first and color.
Now select the two boxes at the same time and drag and copy them, placing them near their initial positions. If you have done this right must have 4 boxes. Good!
Repeat these steps until we cover all the canvas in width. (Tip: You can do this by using Object-> transformation-> Again transformation or Ctrl + D).
Ok, we have a sufficient pattern of stripes with different colors. But, how can the famous polar effect in Illustrator? We have to cheat a little!
Check all the boxes and make them an ART BRUSH (Tip: Pull them in the brushes and palette, select New Art Brush in the next menu).
The Art Brush able to choose the direction that the right or left. (You can always experiment with these options). 
Now make mali circle. Apply artistic brush you just made on the circuit. Voila! You have a great polar tape set is ready for its design!
Note: If polar looks like the photo below, delete some boxes or draw some more. I think that the number of boxes must be even.
